What needs to be fixed in terms of intelligence for a successful prevention of terrorism?

What an interesting question. Sadly, preventing terrorism is not realistic. Regardless of who is president and regardless of any policy changes there will always be extremists that will hate the US and will always try harm this nation.
However, the first thing that needs to be fixed is this nations approach to terrorism. Elected officials need to realize that preventing terrorism will not come about through the use of military force.
First, as nation, we need to understand the ideaology that breeds terrorism. for example, why do people hate the US as much as they do. At the end of the day terrorism boils down to ideaology and one can't fight ideaology with military force.
Secondly, I would find a quick and reasonable exit strategy for Iraq. There are many muslims who view the US as an occupation force and the longer we stay the more this view is reinforced.
Third, I would suggest holding a summit between all the nations of the Middle East as well as the leaders of terrorist organizations to discuss ways to achieve long term peace in the region.
I don't think inviting the leaders of terrorist organizations would legitamize them as organizations, but it would give them the opprortunity to come to the table and discuss thier views (yes I know it will never happen).
This nation will have to deal with them one way or another, I would prefer to a manner that will not cost innocent lives. Perhaps these ideas are not realistic, but if we don't try we'll never know. Clearly current policies aren't working.

Every country would have to ban the koran and reveal its texts so that everyone could see and not trust any form of its authenticity as speakinf for God !
